Option 4: Manage Growth on the Rural-Urban Fringe


Incentives and development standards are designed to encourage developers to more efficiently utilize public resources, increase density, improve quality, and reduce farmland and open space conversion.


Pros of Option 4:


• Keep farmland culture
• Farmers would have less pressure to move
• Private property owners could use land as they want
• Keep urban from encroaching creates balance
• Defined areas can manage growth
• Government control
• Define the line where town grows, preserve farmland outside of that

***Have to change the mindset of town dwellers


Cons of Option 4:


• May cause over-crowding, spread boundaries
• Farms would have no choice, pressure
• Hostility? Violence?
• Lose integrity of homes, buildings
• Depreciating value of farmer’s land
• Political issues
• Farmer’s have little voice in urban cut-off
• Risk dependency on outside sources
• Congestion within town limits
• Housing more expensive than in a free market situation
• HOSPITALS??
